Ruter is responsible for public transport in Oslo and Akershus. We connect the region and aim to give everyone - regardless of their financial situation or abilities - the freedom to live the life they want, where they want.

Ruter's purpose

Ruter is a joint administrative company for public transport administration in Oslo Municipality and Akershus County Municipality. Our job is to lay the foundation for a comprehensive, rational, and market-adapted public transport system in Oslo and Akershus.

It is our responsibility to build an attractive offer for the residents of the region and contribute to more sustainable social development. A society where people always travel together when they can, and alone only when they must.

We fulfill our responsibility through the procurement, development, planning, coordination, and marketing of public transport services. Within given financial frameworks, our offer should respond to the transport and climate policy goals set by Oslo Municipality and Akershus County Municipality for public transport in our area.

The actual public transport services themselves are carried out by various companies bound to us by contract. Ruter, therefore, does not own any buses, trams, boats, or metro trains. Sporveien T-banen AS and Sporveien Trikken AS are fixed contract partners, while bus and boat services are awarded to operating companies through tender competitions.

Approximately 1.5 million people live in the Oslo region. We are all unique, with our own individual needs. But most of us have one thing in common: the need to be able to move around.

The vision that drives us at Ruter is that no matter who you are or where you want to go, there should always be an easy, comfortable, and safe way for you to get there. This allows you to experience a wonderful feeling: Freedom of movement. Our vision is that everyone in the Oslo region should experience this feeling every day.

But our vision extends further than that. We have a responsibility to ensure that future generations can also experience freedom of movement. Therefore, we must create a transport system that is not only functional today but is also designed with respect for the planet’s carrying capacity and is guaranteed to function well in the future. A transport system that is sustainable.

How We Work Towards Our Vision

Building on Existing Position, Services, and Infrastructure

Public transport in the Oslo region is often ranked among the best in the world. Every day, over 1 million journeys are made using Ruter’s services. Today’s public transport system gives people freedom and predictability in their daily lives and is far more space-efficient and accessible than if we were all to drive our own cars everywhere. The traditional mass transit system of buses, rail, and boats will remain the backbone of the Oslo region’s public transport offering in the coming years, and therefore we must maintain, develop, and market it.

Data-Driven Service Development

A hallmark of the times we live in is that the services and systems around us are becoming increasingly data-driven. This primarily presents opportunities to offer more personalized services, giving you an even stronger sense of freedom of movement – from real-time travel suggestions to transport services that pick you up where you are. Equally important: With data and artificial intelligence, we can ensure even smarter utilization of infrastructure, vehicles, electricity, and all the other resources we have. Therefore, more and more of what we do is based on data.

Leveraging Market Dynamics through Smart Partnerships

The public transport offering in our region is organized based on the idea that we can create both the best service for customers and a faster transition to a sustainable transport system if public and private actors collaborate. Our role as an administrative company is to map and understand the population’s travel needs and to procure transport services that best meet these needs. By having operator companies compete to deliver these services, we can achieve both a more cost-effective offering and faster innovation, with new solutions that are both more attractive to customers and more sustainable for society.
